The latest National Statistics on Local Authority Capital Expenditure produced by the Welsh Assembly Government were released on 14 October 2008 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website Statistics on capital expenditure include data for unitary, police, fire and national park authorities in Wales for the period 2007-08. The latest release updates the statistics previously released on 7 November 2007.

The key points from the latest release are:

  • Total capital expenditure for 2007-08 was £1,146 million or £385 per head of population.  This represents an increase of 6% over the previous year.
  • The largest service spend was for local environmental services £410 million (36%), of which planning and sports facilities were the largest elements. The next highest were housing £247 million (22%), transport £238 million (21%) and education £190 million (17%).
  • Police, fire and national park authorities reported expenditure of £35 million, £8 million and £7 million respectively.
  • External financing of capital expenditure came from: grants and contributions from the Welsh Assembly Government and other Government departments £521 million (46%); supported borrowing £159 million (14%) and major repairs allowance £104 million (9%).
  • Internal financing was made up of unsupported borrowing £164 million (14%), use of capital receipts £117 million (10%) and capital expenditure charged to revenue £80 million (7%). Unsupported borrowing increased by 68% in 2007-08.
