Appointment of an Interim Managing Director

All local authorities are required under section 4(1) of the Local Government and Housing Act 1989 to appoint a “head of paid service” – a position which is normally known in practice as “chief executive” or (in Anglesey and some other councils) “managing director”.

The direction prevents the Council from exercising the section 4 power for a period of two years. The Minister exercised the Council’s powers to designate a head of paid service by appointing David Bowles to the position of interim head of paid service / managing director. He is due to start at the end of September.
