Crime and Neighbourhood Directed Operations (CANDO) - Pengam and Twyn Carno Wards

What was the problem?
Sustained upward trends in levels of British Crime Survey indicators and anti-social behaviour in the two target wards between April and October 2005.
What actions were taken?
A multi-agency exercise was undertaken to audit all crime in the borough. Established methodologies were used, including:
- Scanning Analysis Response Assessment (SARA)
- Problem Analysis Triangle (PAT)
- Routine Acitivity Theory (RAT).
The work was strongly linked with the police National Intelligence Model at the Divisional level.
Consultation and public workshops with communities identified local problems and solutions, and provided public reassurance. From these workshops action plans were produced containing realistic multi-agency solutions, including:
- information packs for residents
- high-visibility policing
- environmental visual audits to identify signal crimes
- high-visibility operations to clean-up graffiti, litter chewing gum on streets
- several community activities organised to encourage local engagement.
What was the outcome?
- A drop in levels of crime and anti-social behaviour from January to June 2006. However there was a slight rise following this period, raising questions over the sustainability of projects.
- More confidence for the public to report crime.
- Community evaluation produced very positive feedback.
- Better partnership working.
- The Welsh Local Government Association presented an "Excellence Wales" Award to Caerphilly County Borough Council to acknowledge the partnership approach to the CANDO.
- Ongoing review and evaluation of process to benefit future CANDOs in other areas around Caerphilly.

If actions were funded, how much was contributed and from what source?
Safer Caerphilly allocates a £20,000 budget to enable and run CANDO, to cover costs such as hiring halls, refreshments and producing literature. A large proportion of the budget is put towards identified projects such as CCTV. This money is allocated out of the Building Safer Communities fund. All partners are expected to contribute and often this work falls within their core responsibilities - CANDO is about pulling it all together to maximise the impact for the community.
