Animal by-products
The Animal By Products Regulations (EC) 1774/2002 controls the collection, transport, storage, handling, processing and use of animal by products in EU Member States. The Animal By Products (Wales) Regulations 2006 (external link) provide for the application of the EU Regulation in Wales. Similar legislation applies in England and Scotland.
Premises that receive, handle, use, treat or destroy animal by products must be approved under the Animal By Products (Wales) Regulations 2006. These include premises such as rendering plants, incinerators, petfood plants, compost/biogas, intermediate plants, tanneries and knackers yards.
Animal Health ( formerly The State Veterinary Service) is responsible for issuing any approvals/authorisations for Animal By Products premises on behalf of the Welsh Assembly Government. The inspections for recommending approval of premises and routine monitoring are carried by Animal Health.
Hides and Skins
The return of Hides and Skins by producers to their own premises after an animal has been taken to a slaughterhouse is now possible under the Animal By Products (Wales) Regulations 2006.
It must be noted that the return is subject to the following conditions:
- The producer must have applied and been granted an approval to operate an intermediate plant on their premises before any intended movement takes place.
- The holding of Hides and Skins is purely to allow bulking up or cost effective movement to a Technical Plant where processing of Hides and Skins will be completed, as necessary.
- Movement of animal By Product (Hides and Skins) must be in a leak proof, covered container and must be accompanied by the required commercial documents.
