Strategic Frameworks

Strategic Frameworks have been developed under the 2007 – 2013 Programmes to focus on the types of interventions that will best deliver on the priorities and Themes of the Operational Programmes, and are defined as “plans to achieve a particular strategic purpose by means of interventions that are strategically linked”. They are planning documents not financial instruments.

DCELLS are the lead Welsh Assembly Government policy department for 6 Strategic Frameworks:

  • ESF Convergence Priority 1 Themes 1 & 2 – Supplying Young People with Skills for Learning and Future Employment;
  • ESF Convergence Priority 2 Themes 1 & 2 / ESF RCE Priority 1 – Increasing Employment and Tackling Economic Inactivity;
  • ESF Convergence Priority 3 Theme 1 – Raising the Skills Base of the Workforce and Supporting Progression in Employment through Basic and Intermediate Level Skills;
  • ESF Convergence Priority 3 Theme 2 – Skills for the Knowledge Economy: Higher Level Skills and Systems for Workforce Development;
  • ESF Convergence Priority 3 Theme 3 – Promoting Gender Equality in Employment;
  • ESF RCE Priority 2 – Improving Skills Levels and the Adaptability of the Workforce.
