Independent consultants York Consulting Ltd. have undertaken a first stage national evaluation of the implementation of Children and Young People's Frameworks, Early Entitlement and Cymorth. This document is the final summary report of the evaluation.

It comprises a significant review of the arrangements for partnership working and the management of the Cymorth fund. The review examined the quality of partnership working in the Children and Young People's Framework Partnerships, and the Children's Partnerships which is a sub-group relating to children aged 0-10 years.

It also evaluated Cymorth - the Children and Youth Support Fund.  It did not include the Young People's Partnerships, which are subject to Estyn inspection under the Learning and Skills Act 2000.
