This Circular provides local education authorities (LEAs) with guidance for preparing Supplementary Education Strategic Plans (SESP) for 2005-2006. These plans are required as a result of the decision to extend the life of current ESPs (originally 2002-05) by a year in anticipation of the likely move to requiring a single education plan under Children Act 2004 provisions from 2006.

The requirements for the 2005-06 SESP remain as for 2004-05 with two exceptions:

  • KS2 and KS3 targets are to be based on teacher assessments in light of the decision to remove testing;
  • In preparation for the move to more integrated planning LEAs are asked to include a single sheet explaining how their ESP links currently to the Authority’s other plans for children's services.

As for previous SESPs, the statement of proposals for raising standards of education and improving the performance of schools in a SESP requires the approval of the Assembly Minister for Education and Lifelong Learning.

Paragraphs 8-15 of the Circular give guidance on matters to be covered in the statement of proposals.

Paragraphs 16-17 give guidance on the supplementary material as required by the Regulations to be covered in Annexes to the Plan.

Paragraphs 19-23 cover additional information relating to matters which authorities are not required by the Regulations to provide but the Assembly Government would find helpful.

Paragraphs 24-27 set out arrangements for submission, approval and publication of plans.

Plans have to be submitted to the Welsh Assembly Government by 30 April 2005 so that they can be approved in time for the start of the 2005-06 school year.
