This circular sets out the arrangements for the Social Care Workforce Development Programme for the personal social services. It announces indicative grant allocations, and invites local authorities to apply for the grant by 31st March 2005.

Please read the whole of this circular carefully. The circular should be read in conjunction with ‘ Planning for Training and Staff Development across the Social Care Sector ’ (guidance to help Welsh local authorities and their partners draw up effective training and staff development arrangements for the social care sector in their area), published by SSIW in July 2003. We expect to see grant applications setting out clearly the arrangements for SCWDP Partnerships and containing clear staff development and training plans for the whole sector.

Planned expenditure on the Social Care Workforce Development Programme (SCWDP) for 2005-06 will total £ 8,928,570 .The grant element, which provides 70% of the cost of the programme, will be £6,250,000. The 2005-06 programme provides for an increase in total expenditure of £1,428,570.

The additional provision is being made available in order to further support the achievement of recommended occupational qualifications for staff and the continued achievement of National Training Targets across the whole sector and to assist in supporting the Social Care Workforce Development Partnership. We expect continued development in these areas. The 2005-06 programme consolidates the additional provision made available in 2004-05.

Subject to the Assembly’s decisions during the next Budget Planning Round, planned grant provision for 2006 -07 will be £6,250,000.
