The review will consider what services should be delivered where - locally, regionally or nationally.
Carl Sargeant said
“During the Assembly Recess I toured Wales asking frontline workers, volunteers and citizens for their views on our public services.
“Each visit showed me very clearly that we should be very grateful to the people who deliver our services, whether as local authority workers or as volunteers. I commend each one for their ongoing commitment, energy and drive.
“I saw many examples of innovation and good practice but in the current financial climate this must go further.
“Across Wales we have twenty two local authorities all delivering the same services. We need to consider whether they have the capacity to do this and whether in the current financial climate some services could be delivered need to provide some services could be delivered on a wider scale.
“My review will consider where local authorities should be collaborating with their neighbours, or whether services should be delivered at a regional level or possibly through a single national organisation.
“We must not change simply for the sake of it but I do want us to have a clear model for local government services in Wales. My starting point for considering this will be what will improve services for the people of Wales? And of course in the current financial climate, what will save costs?
“To help local authorities identify opportunities for service change I am commissioning an independent review to develop a clearer framework for the delivery of local authority services.“
Representatives of service deliverers, SOLACE and the WLGA will be invited to take invited to take part in the review which is due to report back around Christmas.
