Significant progress in Welsh public procurement recognised by John McClelland review

Finance Minister Jane Hutt has welcomed the publication of the executive summary of John McClelland’s review into Welsh public procurement.

John McClelland CBE was commissioned in February by the Finance Minister to look at how the impact of Welsh Government public procurement policy could be strengthened.  

Mr McClelland found that significant progress has been made in recent years.  He raised concerns, however, that not every public sector organisation is effectively implementing Welsh Government policy and that a number need to make a far greater investment in professional procurement skills. He has made 28 recommendations in all.  

Jane Hutt said:

"How we spend public money is vital in these difficult times.  We need to make sure that every pound spent gets the best value for money for Welsh businesses and individuals.  

"I asked John McClelland to look at the impact our procurement policies are having on the ground and to recommend improvements.  John has a vast knowledge in this area I’d like to thank him for his time and expertise in carrying out the review.  

"It’s encouraging that he has recognised the significant progress we have made in Wales in improving public procurement and that some of our policies have put us at the leading edge of development in UK public sector procurement.  

"We will now consider John’s recommendations carefully to ensure that we respond across the public sector in the most effective way."
