  1. Today I will be announcing approval of PFI credits for the Wrexham Waste Management scheme. This scheme was part of the initial tranche of PFI schemes announced by the Welsh Office in 1997 and has finally been brought to a successful conclusion following the delivery of a Full Business Case on 5th March 2007.
  2. The PFI scheme that is to be supported with Assembly funding will include a recycling park, containing a material recycling facility and in-vessel composting facility, a residual waste transfer station and a visitor education centre. Also included is a new household recycling centre and refurbishment of the existing sites.
  3. The funding commitment for the scheme is £22.7million of PFI credits which will be paid over the life of the 25 year contract that the Council has with their private sector partner WRHG. At the end of this period ownership of the assets will revert to the Council.
  4. Approving funding for this scheme brings to a close the long standing commitment for this project which has been subject to many delays for the Council due to issues such as local planning issue, loss of the original and subsequent sites for the main infrastructure.
