Rhodri Morgan , First Minister
A parcel bomb explosion occurred at the Post Room of the DVLA in Swansea this morning, which resulted in four people having to be taken to hospital. Thankfully, none of the injuries are thought to be serious.  Three have hearing-related injuries and one has minor burns. My sympathies go to those concerned and their colleagues and families.

Emergency services and a Ministry of Defence bomb disposal unit attended the scene.  The Police categorised the incident as contained by early morning but they continue to maintain a presence at the scene whilst their investigation is ongoing.  This continues to be a live incident for the time being.

There have been similar incidents of this kind in recent days which gives rise to the possibility of a pattern emerging.  It is too soon to say definitively that this latest incident is linked to the others but Police will continue to investigate any possible link at both local and national levels.  South Wales Police are working alongside colleagues in other forces to ensure a co-ordinated response and investigation.  The key priority remains the safety of those working in the DVLA office complex and also of the community as a whole.

Throughout this incident, the security measures have been continuously assessed.  The decision was taken that the Post Room was evacuated of staff. This is reasonably isolated from the main offices, and the assessment of these areas was such that no further evacuation was carried out.  Staff safety considerations remain paramount and will continue to be so throughout this situation.

Police are appealing for companies, organisations and individuals to take extra care when handling mail.  I strongly advise people to follow this advice and remain vigilant.  If anyone is suspicious about any mail they receive they should leave it untouched and unopened and contact the police immediately.
